Policy Statement

Welcoming the public

  1. Tenants of the Charlotte Street Arts Centre (the “Centre”) are expected to share the vision for the Centre and participate in achieving its mandate. 
  1. Tenants are expected to participate in at least four special events organized annually by FAL that publicize the Centre and welcome the public.
  2. The Centre’s calendar of events will be publicized for each season.  Tenants are expected to provide a list of their events to the facilities manager for inclusion in the season’s calendar and the FAL web site. 
  3. The need for solitude during periods of creation is understood, but on balance the tenants are expected to welcome the public.

 Tenants’ meetings

      Tenants are expected to participate in regularly scheduled meetings of tenants for the purpose of communicating with others, developing proposals to FAL on mutually agreeable in-house regulations when appropriate, and providing input to FAL on the operation of the Centre.

 Safety and fire regulations

  1. Tenants are expected to keep their space clean and free of hazards or nuisances that would infringe on other tenants’ use of the building as office space or studio space – as determined by the facility administrator and FAL board.  
  2. Halls and under stairways must be kept clear according to fire regulations.  Notice will be given to tenants not observing this regulation, giving a date to remove objects, after which the proprietor will throw objects out - at the tenant’s expense.
  3. Tenants will be informed of the procedure for evacuating the building in case of fire.  Tenants must conform with the regulations for fire drills. 
  4. Tenants are expected to use due caution in their use of toxic or hazardous substances, or any substance, appliance or tool that when used improperly could pose a hazard.  Dangerous or irresponsible practices are considered grounds for eviction, to be determined by the facility administrator in consultation with the FAL executive.    

 Insurance

  1. Tenants shall obtain and maintain liability insurance for their space. 
  2. Property insurance for the contents of the tenant’s space is optional, but FAL shall not be responsible for the property of the tenant. 

Rights and obligations of tenants

  1. Tenants are expected to respect the residential nature of the neighbourhood in regard to noise levels, particularly in the evening.
  2. Tenants must not modify door locks and closures without written permission.  If modifications are authorized, the tenant must provide copies of all keys needed to enter rented premises.  
  3. Rent includes heat and electricity normal for an office.  Tenants are obliged to provide a written list of all appliances used in their space.  Tenants with appliances that draw more electricity than would be normal for an office will be assessed an extra fee, to be detailed in the lease. 
  4. In respect for the heritage character of the Centre building, all renovations must receive prior approval.  Tenants must provide a written description of the proposed renovations, to be presented to the heritage representatives on FAL’s Building Committee.
  5. Subletting must be approved by the FAL board.  The original tenant who signed the lease remains responsible for all the conditions of the lease including payment of the rent.  Subletting must be at the same rental rate or lower.
  6. If the tenant moves out and leaves belongings behind, the tenant is given 5 days’ notice before the items are thrown out.
  7. The tenant must return all keys when he or she moves out.
  8. Tenants may bring domestic pets to the centre.  Pets must not disrupt other tenants or the public. 
  9. Tenants may use the parking lot at no cost, but FAL reserves the right to review this policy if the demand increases for daytime parking for conferences booked in the auditorium. 

 Common areas, property management, storage

  1. The common areas of the Centre are the foyer, halls, auditorium, multi-purpose room(s), washrooms, and basement.
  2. The common areas shall be managed and controlled by FAL.
  3. FAL shall operate, maintain and repair the Centre, its heating equipment, and other service facilities to the extent required to keep the Centre, equipment and facilities in a state of good repair and maintenance in accordance with normal property management standards.
  4. The auditorium may be booked by tenants through the facility administrator.  The rental rate for tenants is that set for not-for-profit organizations. 
  5. Tenants may reserve the multi-purpose rooms in advance through the facility administrator at the rate set for not-for-profit organizations.  If a multi-purpose room is not booked, tenants may use it at no charge.
  6. Tenants using the common areas are obliged to keep them tidy.
  7. The basement may be used for storage by tenants for the same rate per square foot charged for not-for-profit organizations.  Arrangement can be made with the FAL facilities manager.

 Signage

  1. FAL will provide exterior signage for the Centre and an interior directory.
  2. Tenants’ signage in the interior is subject to approval by the facilities administrator in consultation with the FAL board.
  3. Signs in windows are not permitted.
